If, despite this provision, such a State or subdivision continues to impose voting qualifications or requirements, such qualifications or requirements shall be consistently applied and enforced so as to allow members of the language minority group to register and vote in elections for Federal office. No political subdivision shall deprive any citizen of the United States of the right to vote in any primary election for Federal office because of his failure to comply with the literacy requirement imposed pursuant to subsection (c) of this section with respect to which he is eligible to vote.

Not later than the end of the fifth year after the date of enactment of this resolution, the Attorney General of the United States shall transmit to the Congress a report providing an examination of the degree of compliance of the covered jurisdictions and also describing the modifications that have been made to the applicable voting restrictions. The report shall set out the aggregate number of voters that are limited- English proficient, the restriction of the submission and tallying of votes, and the measures to increase voter participation in elections, in compliance with this subsection.

\"(3) The continued evidence of racially polarized voting in each of the jurisdictions covered by the expiring provisions of the Voting Rights Act of 1965 demonstrates that racial and language minorities remain politically vulnerable, warranting the continued protection of the Voting Rights Act of 1965. 7211a4ac4a
